Governor Releases Budget Proposal for FY 2019

“We have accomplished so many great things together since I first took office, but our work is not done,” Governor Snyder said. “The budget I presented today is exactly what we need to keep the state moving in a positive direction. By continuing our relentless support of areas like education, safety and transportation, we maximize the impact of the strategic initiatives we have implemented over the years. We need to ensure that the important work happening here in Michigan keeps accelerating.”

Highlights of the Governor’s budget proposal include:

  • The continuing value of MMA-driven Personal Property Tax (PPT) reform with value to manufacturers estimated at $410.8 million in 2018, $438 million in 2019 and $465.9 by 2020
  • Increased funding ($50 million) for career and technical education (CTE) training in Michigan’s K-12 school system
  • Strategic one-time initiatives including $20 million for statewide broadband and $20 million toward next generation technologies
  • A proposed waste tipping fee increase from $.36/ton to $4.75/ton totaling $79 million annually
  • $45 million toward the remediation and redevelopment of contaminated orphan sites
  • A proposed new water user fee to fund water infrastructure beginning in 2020 and estimated at $110 million annually

“Michigan’s budget has a direct impact on a manufacturer’s bottom line and their ability to re-invest in Michigan,” said Mike Johnston, MMA vice president of government affairs. “We hope all sides of these negotiations work to continue this state’s manufacturing-led momentum.”

The state budget process will continue throughout the spring as the Legislature works with Governor Snyder to develop a final agreement. The state’s new fiscal year begins 10/1/18.
